For certifiers

Ready to verify recovery performance?

Apply your expertise to evidence, destinations and facility records that carry public weight.

Separation of duties

Verifiers test. CMRD decides and publishes.

Verification bodies control their reports, findings and confidential workpapers. CMRD controls certification decisions and the public record.

Programme expectations

Independent, documented, repeatable

Admission depends on demonstrated competence and independence.

  • Third-party accreditation appropriate to the verification work.
  • Independence, with no consulting relationship with the facility during the certification cycle (§4.1, §6.3). Conflicts are documented, and verification does not proceed where independence is impaired.
  • Risk-based sampling together with representative coverage.
  • Destination testing for new, affiliated-party and high-volume receiving entities.
  • An onsite visit at initial certification and at least once every two years thereafter (§18.1, §18.2).
  • Confidential workpapers that are retained and never published (§59.4).
Findings framework

Three grades with defined consequences

Major nonconformity

Prevents certification or triggers suspension until corrected.

Minor nonconformity

Allows certification to proceed with qualification and a corrective-action due date.

Observation

Carries no conformity impact and is tracked to the next cycle.

Published minimum procedures · Protocol §38.1–§38.8

The onsite scope

Minimum procedures for every onsite evaluation.

  1. 01

Walk representative material flows from inbound receipt through processing to outbound disposition (§38.1).

  2. 02

Compare observed equipment, capacity and staffing against what the facility reported (§38.2).

  3. 03

Compare storage areas, stockpiles and inventory controls against the declared operation (§38.3).

  4. 04

Inspect scales, certification and calibration records, and observe weighing practice (§38.4).

  5. 05

Assess whether reported recovery is physically plausible for the process train and throughput (§38.5).

  6. 06

Inspect residual handling and compare actual disposition routes with the reported record (§38.6).

  7. 07

At single-material facilities, inspect contamination handling and confirm that residuals are captured (§38.7).

  8. 08

Reconcile a limited number of observed transactions to the digital record (§38.8).
